Children and young people are particularly vulnerable to disasters - one in every three survivors of the Indian Ocean tsunami was a woman or child under the age of 15. However, research has shown that children and young people do have an active role to play in Disaster Risk Reduction (DRR) and should be viewed as agents of change rather than just victims.

This introductory chapter gives an overview of disasters across the world with more than 100,000 fatalities since 1975, specifically highlighting the increased number of disasters that have occurred between 2003 and 2008, and the major concentrations of risk. It explores the disaster risk-poverty nexus - the fact that disasters have a disproportionate impact on the poor in developing countries - and measures that are being taken to reduce disaster risk.

The Report is the first biennial global assessment of disaster risk reduction prepared in the context of the UN International Strategy for Disaster Reduction (ISDR). The ISDR, launched in 2000, provides a framework to coordinate actions to address disaster risks at the local, national, regional and international levels.
